[VOTE] Releasing Rugged 3.0 from release candidate 1

This is a VOTE in order to release version 3.0 of the Rugged library.

Version 3.0 is a major release.

Highlights in the 3.0 release are:
  - Fixed longitude normalization issue with tiles
  - Fixed inverse location issue with atmospheric refraction
  - Updated dependencies to Orekit 11.2 (and Hipparchus 2.1 )

The release candidate n can be found on the GitLab repository as
tag 3.0-RC1 in the release-3.0 branch:
