Transform PV from GTOD

Hello all! I`m truing to build a Keplerian orbit from PV coordinates in GTOD frame

and my orbit is wrong (obj 98067A)

When i`m truing to take an orbit with original frame, im take a error…
What should i do to take a current orbit from PV state in GTOD coordinate system?

Are your initial position and velocity in m and m/s? From the values, it seems you used km and km/s.
Orekit uses only SI units.
