Orekit build error regarding DefaultDataContextPlugin

Hello,
When I try to build orekit-11.3.2 in Eclipse by following the directions in Orekit – Building Orekit, I am getting the following error: “DefaultDataContextPlugin cannot be resolved to a variable”. Any thoughts on what might be causing this issue?

Do you have the “tools.jar” library added to your library path?, see this topic.
