Moving Rinex parser to files package

Hi all!

Support to space standards are present in different locations in Orekit:

  • files package for sinex, ccsds, ilrs, sp3, and stk
  • gnss package for rinex (observation, clock, and navigation), SEM, YUMA, and ANTEX

What do you think about moving a least support to rinex formats in the files package?
