Current Rugged in git is from 2022 and not updated for latest orekit and I assume hipparcus. What are your thoughts on Rugged, will it be updated and should I wait for the py…

[VOTE] Releasing Rugged 4.0 from release candidate 1 Rugged development

This is a VOTE in order to release version 4.0 of the Rugged library. Version 4.0 is a major release.
