Next Hipparchus release

Hi all,

I think we have a case for releasing Hipparchus 4.1
See Milestone.
It could be the last minor version with java 8, although the PMC has still not confirmed the JDK upgrade as far as I am aware.

It would also serve as a dependency for the upcoming Orekit 14.0.

Please share your thoughts.
