The Inno³ consulting firm has launched a survey for ESA, in the frame of OpenSatCom activity, together with Libre Space Foundation.
The post in Inno³ blog cites work they want to perform involving Orekit and contains a link to the survey. The survey seems to be focused on European actors.
If you have some ideas about open-source in the frame of satcoms, I’ll suggest to look at this survey.
